[Skiboot] [PATCH] Bundle opal-prd.h from the kernel sources

Hi,

I'm attaching a patch we added to skiboot for building opal-prd without
requiring kernel headers to be available at build time.

This makes it possible to ship skiboot/opal-prd on releases before the
necessary kernel versions may be available.
