[Skiboot] [PATCH 0/2] Parse V2 format of OCC-OPAL shared memory region for Garrison

This patchset will parse pstate table correctly for Garrison which
involves reading the V2 format of OCC-OPAL shared memory region and
filter the pstate table entries between Pmax and Pmin limits.
