[Skiboot] [PATCH 0/2] hw/phb3: Support Error Injection to SRIOV VFs

The current code doesn't support error injection to SRIOV VFs, each of them
is put into separate PE. VF isn't support M32 BARs, so we needn't support
injecting M32 related errors for now.
