[Skiboot] HMI: core checkstops

Hi Mahesh, (& skiboot folk)

I'm looking at HMI stuff in skiboot, specifically core/hmi.c. git blame
suggests you're the person to ask about this! I'm struggling to
understand the core checkstop handling. Did you have a way of injecting
core checkstops that I could try? All my efforts seem to either be
recovered too quickly or escalate into checkstops of the whole system.
