[Skiboot] [PATCH v5 11/15] platforms/ibm-fsp: Refactor PCI stuff

Currently, IBM's Apollo and Firenze platforms are parsing PCI VPD from
LID which is organized as 1004 or 1005 map format. One generic PCI slot
("struct lxvpd_pci_slot") introduced and it's to be shared by Apollo
and Firenze platforms. Individual platforms might have its own PCI slot
(e.g. "struct firenze_pci_slot") to support platform specific features
and capabilities. For example, I2C based power management entity and
PERST pin accessible from PCI config register of PLX bridge downstream
port on Firenze platform.
