[Simplicity] Simplicity on Taproot

Hi Everyone,

We have a new blog post up at <

discussing our progress on Simplicity.  You can read all about it in the
post, but the highlights are:

  * Preliminary taproot integration where Simplicity programs are placed
under a new Tapleaf version.
  * An asciinema video with a demo / walk-through of creating and spending
an example Simplicity transaction under taproot at <
https://asciinema.org/a/427264>
  * Jets for the latest BIP-340 style Schnorr signatures and low level
cryptographic operations.

I'm currently working on finishing up Taproot support by adding primitives
to access the Taproot annex, the Taproot inner public key, etc.   After
that I will be implementing more arithmetic jets (they have already been
specced out), and assigning costs to jets, along with a few other anti-DOS
mitigations that need to be implemented.
