[OpenPower-Firmware] Infiniband network booting

DD2.1 support depends on your tree.  There was a space of time where it
wasn't supported but master should work.  Testing has definitely been
sparse though so caveat emptor.

For some bits of firmware, that’s possibly true (I can’t actually recall,
maybe some Hostboot people can chime in)

The BOOTKERNEL parts (the kernel and the petitboot userspace) should
certainly still work, so you can build and then Just flash that one part of
firmware.
