patchwork.ozlabs.org database upgrade: 22/23 November

Hi all,

We have a couple of database upgrades pending for patchwork.ozlabs.org,
and would like to get these applied soon.

This will require a short period of unavailability, so we're planning to
use the quiet(er) period over US Thanksgiving to perform perform the
upgrade. This will be happening at 2am UTC on the 23rd of November,
which is:

 10am Friday   Australia West
  1pm Friday   Australia East
  6pm Thursday US West
  9pm Thursday US East

This is just a change to the database backend, so there should be no
changes to any of the patchwork interfaces.
