[RFC] OpenAPI Spec

This is the draft OpenAPI spec I've been working on. It still needs a
good deal of fleshing out, but I'm happy to do this collaboratively or
let someone else take it on. As mentioned in the commit message, this
is currently read-only, though it should be easy to extend to handle
'POSTs'.
