[PATCH 08/51] templates: Redesign the title bar

This is definitely one of the nice things about bootstrap. However, it doesn't seem to be working here (at least in Chrome responsive view). Before I go investigating this myself, can you confirm that this is indeed working for you (and fix/remove paragraph if not)?
