Feature request: delegating patches to others than maintainers

There may be too much contributors.
Other solution: a combo box which combines a free text zone with a
drop-down box. The text zone would be used as a filter. It's already
done in that way to filter patches by submitter.
If the text zone is empty, the maintainers could be suggested in the
delegate list.
