FeatureRequest: Drop Cc: lines if tags were given

Hi,

when downloading 263525 from patchwork.ozlabs.org, one can see that
Shawn Guo and Alexandre Belloni have given 'Tested-by' tags and still
show up in the Cc: list. It would be awesome if unneeded Cc entries
(because of tags given) could be removed before downloading.
