Recognize mail headers - patch active on ozlabs?

Hello,

I see that Dirk Wallenstein's patch "parser: Recognize mail headers
for delegate and state" has been applied to the git repository.
However it appears the code is not yet running on the ozlabs
installation (at least it appears not to be functional for me).

Any chance to activate this code?
