patchwork: "Unhandled Exception" searching using Chinese characters

I was trying to find other patches submitted by the person who
submitted this patch:

so I copied their name into patchwork's Filters->Submitter
dialog. The page the search sent me to:

rather than the expected list of patches...

I assume something in patchwork is being accidentally ASCII
specific.
