Recommended state for debugging/hack patches?

IIRC, we used to have a 'Debug-only' state in the old patchwork, I think it 
didn't make it to the new setup, and nobody has requested it since.

If this is in your own patchwork setup, I'd recommend just adding the state 
through the admin interface. We could probably do it on patchwork.ozlabs.org 
too, if people want it.
