[OpenPower-Firmware] op-test-framework for OpenPOWER Ready

Hi!

Within the OpenPOWER Ready Workgroup in the OpenPOWER Foundation,
there's currently some work going on to update the OpenPOWER Ready
document for POWER9 systems.

One change I've proposed (and has received support) is making running
(and passing) op-test-framework part of the requirements for OpenPOWER
READY for POWER9 systems.

That change is in the current draft for an update to OpenPOWER Ready.

op-test-framework is getting attention, which is excellent.
