[OpenPower-Firmware] Buildroot 2017.08-rc1 released

We plan to move to 2017.08 when it's released, but will likely do some
testing with the -rc releases.

I don't think there's anything there that should cause us any
issues. There are (of course) package updates, some of which will be
quite useful for us.
