[OpenPower-Firmware] Getting to Core infrastructure Best practices

A little while ago I was reading: https://lwn.net/Articles/690169/

there's a good list of best practices assembled by the Core
Infrastructure Initiative, that I think would be good to follow for
OpenPOWER firmware.

There's a badge for projects that follow it. Something likely worth
investigating.

I see a few things that we'd need to fix, some of which need to be
brought up with the OpenPOWER foundation.

Anyone got specific thoughts after reading the criteria?
