That's because Jammy (22.04) has ipmitool 1.8.18 without more recent patches.
I'd recomment upgrading to 1.8.19 or better yet to build and install the latest version from https://codeberg.org/ipmitool/ipmitool
1.8.19 has automatic detection of supported cipher type.

You can try adding "-C 17" to ipmitool.
