Support hardware watchdog for openbmc

Dear OpenBMC members,

We have implemented hardware watchdog for Facebook platform and we want to promote
it to meta-phosphor level. The implementation is adding systemd configuration which will
enable device 'dev/watchdog'. The BMC system will auto reboot when watchdog timeout.
