This is strange. Our BIOS has a 120 second timeout where it will wait
for the BMC to be ready, but after that it will continue booting. Other
than that timeout, I wouldn't expect BMC to interfere with the BIOS in
the DXE phase.
Have you already contacted your Intel support representative about this
issue (or any of these issues)?

CONFIG_PECI=y should create /dev/peci-0 which uses the PECI wire should
be the default PECI device for applications like CPU sensor. Do you
have /dev/peci-0?
/dev/peci-1 is for PECI over MCTP which I believe is enabled with
CONFIG_PECI_MCTP=y, but shouldn't impact basic BMC functionality if it's
missing.
