Hi all - I forgot to do this Sunday - oops.  I've done it just now, as 
far as I can tell the owners plugin is ready for use on all repositories 
now.

I'm sure something will break - if it does, or you have any trouble 
approving and/or submitting changes on Gerrit please reply to this mail 
or come find me in Discord.
