I didn't hear any feedback on the 2.12.0-rc1 release and I forgot to
make the final release when I suggested I was going to.  I have just
tagged 2.12.0 now.

2.12.0 includes the fix to the OpenSSL vulnerability in OpenSSL 3.0.6
and earlier.
