[PATCH] libslirp: ncsi: Add Mellanox Get MAC Address Handler

Hey Cedric,

Since you were the original author of the NC-SI command handling in
libslirp, I wanted to inform you of this merge request I made
to extend it to support an OEM “Get MAC Address” command.

Also notifying Patrick, he had a change in OpenBMC that he couldn’t
test in QEMU without these changes. These changes let you test out
OpenBMC MAC address provisioning through NC-SI within QEMU, and the
transition from unprovisioned to provisioned. The merge request cover
message has an example of this.

If everyone would prefer, I can submit this patch series through the
mailing list instead of as a Gitlab merge request.
