Multi-host support in ipmbbridged and phosphor-host-ipmid

Any reason we can’t just use the design template (https://github.com/openbmc/docs/blob/master/designs/design-template.md) and submit this up to gerrit? I tend to try and avoid opening any email attachments now a days.
