Moving the WebUI to Vue; Repo vs Branch

I think a new repository is the safest bet here.
Anyone opposed to a new repo for the webui vue rewrite?

Possible names:
webui
webui-v2
phosphor-webui-v2
phosphor-webui-vue
webui-vue
