OpenBMC Development Environment on Windows

Hi,

I recently tried several different options for setting up an OpenBMC 
development environment on a Windows laptop.  I summarized what I 
learned the following openbmc wiki page:

I am no expert on this topic, but I wanted to provide a starting point 
for new developers.  Feel free to add your own tips/corrections to the 
wiki page.
