OpenBMC GUI Navigation Update

This is the proposal for how the navigation would look with the new Access
Control section. The icon, a key, is more general than the current 'User'
icon. This leaves room for more features (certificate management) outside
of just users to be represented and is still a good indicator of the types
of tasks that could be found within this category.
