Command systemctl start xyz.openbmc_project.State.Host hangs

What happens if you just manually start the application by typing
"phosphor-host-state-manager” on the command line? If it starts ok, what makes
you think it’s hanging? Does something like “obmcutil state” return anything for
the host state after you run it?
