Proposal up for review: Voltage regulator configuration

Hi,

I put a proposal up for review on a new application to configure voltage 
regulators:

I am working on several systems that require low-level configuration of 
the voltage regulators.  Not just setting the output voltage, but 
detailed settings like over-current limits and pgood thresholds.  These 
settings are often system-specific or rail-specific.  Sometimes these 
settings are conditional, such as only being required for certain 
versions of a regulator or backplane.

On some previous BMC systems, regulator configuration was performed with 
shell scripts and hard-coded i2cset commands.  I am proposing an 
application that reads the desired configuration changes from a JSON 
file and applies them.
