Vendor specific REST interfaces in bmcweb

Hi Ed,

As we discussed earlier in the community call that  IBM has plans to 
introduce the REST API in bmcweb code.
We are planning to enable that code through compile time variables.

We wanted to use the redfish API as much as possible but some IBM 
specific use cases where redfish doesn't have schema
and we can't standardize those interfaces, as it is vendor specific.

Do you see any issues if we introduce the REST API under some compile 
time flags in bmcweb?
