obmcutil: Convert to sh from python

 Python takes up flash space, so there has been discussions on making
python optional in openbmc. Therefore obmcutil would need to be made a bash
script so that it runs on systems that have images with no python
installed. We are unsure of the tools usage outside of IBM, so any feedback
