Yes. Please follow the process documented here:

 https://github.com/openbmc/linux/wiki/SubmittingPatches

Basically: rebase on dev-4.18, test, and submit to
openbmc at lists.ozlabs.org with [PATCH linux dev-4.18] in the subject of
the patch series.

Also submit a patch to add it to to the in-kernel defconfig, so we get
build coverage.
