OpenBMC v2.1

[Brad Bishop]

We have several big things on the horizon such as Yocto and Linux updates
so it seemed like a good time to tag v2.1.

There have been rumblings of switching the project over to a stable branch
strategy more closely aligned with Yocto upstream.  As such, this may wind
up being the last OpenBMC tag.  Watch the list for updates on this front.
