Subject: [NEMO-devel] GenCost 2024-25 costs updated

I've inserted the new costs from the final GenCost 2024-25 report into
NEMO. I've also removed the 'Draft' prefix from all of the associated
cost class labels to make it clear that these aren't draft numbers any
more.
