[NEMO-devel] new nuclear scenario

Hi all

I caved and have added nuclear support in NEMO (class Nuclear). There
is a single scenario called 're+nuclear' that includes some baseload
nuclear, the standard mix of renewable energy sources, and some OCGT
gas peakers. The nuclear costs are all entered from the new draft
GenCost 2024-25 report, but I didn't go back to earlier years. You'll
need to therefore use the GenCost 2024-25 cost classes only.

I had grand plans for some fun summertime NEMO hacking, but ended up
in this rabbithole instead!
