[NEMO-devel] GenCost 2024-25 draft costs

Hi all

As I've been keen to make use of the newly released costings in the
GenCost 2024-25 consultation draft, I have imported them into
NEMO. The cost classes are called:

    DraftGenCost2025-in2030-CP
    DraftGenCost2025-in2030-NZE2050
    DraftGenCost2025-in2030-NZE2050+
    DraftGenCost2025-in2040-CP
    DraftGenCost2025-in2040-NZE2050
    DraftGenCost2025-in2040-NZE2050+
    DraftGenCost2025-in2050-CP
    DraftGenCost2025-in2050-NZE2050
    DraftGenCost2025-in2050-NZE2050+

This naming convention makes it clear that these are from the draft
consultation report. These names will be replaced next year when the
final report is released.
