Subject: [NEMO-devel] new OffshoreWind class

Hi all

I have added an OffshoreWind generator class to NEMO. It is
functionally identical to the existing "Wind" class, but as the two
are differentiated by type in Python, we can have differentiated costs
for onshore and offshore wind.
