[NEMO-devel] improved NEMO documentation

I have finally got around to finding a good Python documentation
generator which generates documentation straight from the NEMO source
code. I have generated API documentation for the nemo/ module (only)
as this is the core API for writing tools in the NEMO framework. The
pages are here -- and now linked off the home page:

I can now see that I have some work to do to improve what is
there. :-)
