[NEMO-devel] new demand modifier: scaletwh

I have added a new demand modifer: 'scaletwh'. This makes it easy to
scale any demand trace to a specific amount of total energy (keeping
the shape of the load profile unchanged).  This can be handy for
setting demand to a baseline figure, eg:

  evolve.py ... -d scaletwh:20

As demand modifiers can be applied in a sequence, you can then set up
a baseline plus 10% like so:

  evolve.py ... -d scaletwh:20 -d scale:+10
