[NEMO-devel] new cost class

Hi all

I have recently added a new cost class for the 2015 Australian Power
Generation Technologies report produced by the CO2CRC, CSIRO and others.
 Its identified is "CO2CRC" so you can select it using --costs=CO2CRC.
These represent 2015 costs in 2015 dollars including a proper
identification of fixed and variable O&M costs.

I hope to add 2030 projects from this report in the future.
