Hi all.

I've added a --reserves option to evolve.py that enforces a minimum
reserve capacity in every hour of the simulation.  The default is zero,
so there is no change from the existing behaviour.  Spare capacity (eg,
from a fossil fuelled plant) and surplus capacity (eg, wind surplus to
demand) can both contribute to the reserve calculation.
