[NEMO-devel] removed requirement for SCOOP

Hi all.

I came to realise that the DEAP evolutionary algorithm library works
without the SCOOP multiprocessing library if you are happy to run on
just one CPU. So I have made the model robust to the possiblity that
SCOOP isn't installed.  It will work happily now on one CPU, and it
removes one step in installing NEMO on a new machine.  Web pages
updated, too.
