[PATCH 8/10] powerpc: Move create_(instruction|branch|function_call) into util.h

This was missing a quilt ref, we need to include util.h in powermac/smp.c

powerpc: Move create_(instruction|branch|function_call) into util.h

These functions don't really belong in system.h, and they can't be there if
the next patch is going to work. So create util.h for them, a bit icky I admit.
