libspe for 2.6.13 spufs

As a companion to the spufs release posted yesterday, this is the
user space libspe library from Dirk Herrendoerfer, together with
the extracted interface documentation.

This library gives an operating system independent abstraction
on top of the spufs to work with asynchronous SPU threads.
