rtas-last-error patch

The attached patch will log an error message to nvram anytime
a rtas call returns hardware failure.  This is done by making an
additional rtas call with the rtas-last-error token and logging
the returned buffer.

This ability is something that several people have expressed
interest in having to aid in debugging.  I am hoping to push this
to Ames lab around the end of next week.
