lparcfg.c bug fix

While code reviewing the lparcfg.c file, I noticed what I believe to be
an error. I've attached a patch to correct it and would ask that someone
submit it to the ameslab tree (since I am unfamiliar with the proper
procedure), but only if they agree this is a problem.
