open_pic.c without CONFIG_SMP

Why?  OpenPIC has IPIs whether or not the system is SMP, i.e., it's
a feature of the interrupt controller itself, not of the system.

Of course it may not be _necessary_ to initialize this stuff, but
it won't hurt, either.
