[PATCH] RTAS kernel functions

Please consider the attached patch for inclusion into Ameslab 2.6.  This
patch adds kernel wrapper functions for three RTAS calls, and is used by
the new RPA PCI Hotplug Module.  The RTAS calls are get-power-level,
get-sensor-state, and set-indicator.  This patch is a subset of the
previous RTAS patch, and I made it at Paul's suggestion.
