[PATCH 2/3][PPC32] PCI-X support for Yucca

This is updated PCIX patch after Eugene comments. Now the
ppc4xx_uic_ext_irq_cfg and ppc4xx_core_uic_cfg structures are used to
initialize Yucca Interrupt controllers
